Penang Chief Minister Chow Kon Yeow announced on August 8 that the state government is suspending the Automatic Number Plate Recognition (ANPR) system with immediate effect, directing both the Penang Island City Council (MBPP) and Seberang Perai City Council (MBSP) to cease issuing parking compounds through the technology pending a comprehensive review of its operational details.

The decision to shelve the system reflects mounting public dissatisfaction with the enforcement tool, which has generated considerable controversy among Penang residents since its rollout. Chow framed the suspension as a responsive measure, emphasising that the government values public input and remains committed to reviewing policies that affect the community. He underscored the importance of ensuring that administrative decisions align with the actual interests and welfare of Penang's citizens, rather than proceeding with implementation based solely on technological efficiency or revenue considerations.

The announcement emerged following a leadership meeting that brought together Chow with senior party figures including Penang DAP chairman Steven Sim and Penang DAP deputy chairman Zairil Khir Johari. Beyond the ANPR issue, the gathering addressed broader concerns facing Penang residents, particularly the economic pressures confronting households and businesses across the state. Officials signalled that detailed information regarding measures to address these livelihood challenges would be released in subsequent announcements.

Since commencing operations on April 24 last year, the ANPR system had proven remarkably efficient from an enforcement standpoint. MBPP Mayor Datuk A. Rajendran disclosed that the technology was generating approximately 7,000 parking violation compounds monthly, substantially surpassing the output achievable through conventional manual inspection methods. The local authority manages nearly 20,000 parking bays across Penang Island, and the ANPR infrastructure represented a significant technological upgrade intended to enhance compliance and parking management efficiency.

The system's technical capabilities were demonstrably advanced. Operating with just two vehicles initially, the ANPR technology could detect parking violations with considerably greater accuracy than human enforcement officers working on foot. This automation meant fewer infractions escaped detection, and the municipal authority could process offences faster without deploying larger enforcement teams. For MBPP management, the metrics suggested a success story: the technology worked as designed and generated measurable improvements in operational efficiency.

However, efficiency metrics alone did not determine public acceptance of the system. Penang residents, despite the technical sophistication behind ANPR, raised substantive concerns about the approach to automated enforcement. The unease transcended typical complaints about parking fines. Even prominent political figures, notably former Chief Minister Lim Guan Eng, expressed reservations about the system's implementation, signalling that opposition crossed party lines and represented broader questions about how technology should be deployed in municipal governance.
