The Sabah State Water Department is moving to alleviate long-standing water supply challenges at Puncak Gloxinia Condominium in Kinarut, Papar, through the installation of 10 new high-density polyethylene suction tanks, each with a 10,000-gallon capacity. The infrastructure upgrade, announced by Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali, represents a targeted response to recurring disruptions that have plagued the residential complex housing over 1,200 units since it opened in late 2018.

The six-block condominium has emerged as a particular vulnerability point within Papar's water distribution network due to its geographic position and structural complexity. Situated at the terminal end of the receiving channel from the main P3 distribution tank, Puncak Gloxinia bears the brunt of supply interruptions originating from the Kogopon Water Treatment Plant. The multi-storey nature of the development, with each block reaching 18 floors, compounds the challenge significantly, as water must be pumped from ground-floor entry points to individual units, a process far more demanding than distribution to conventional terraced housing or landed properties.

Minister Armizan outlined the broader water infrastructure initiatives underway in the Papar Parliamentary constituency during a site inspection. The announcement emerged from a July 28 briefing with Chief Minister Datuk Seri Hajiji Noor focused specifically on stabilising water supply across the Papar district. Alongside the Puncak Gloxinia project, two major treatment and intake upgrades are progressing, with the Kampung Kabang Water Intake Upgrading Project and Kogopon WTP Upgrading Project anticipated to commence operations in September and November respectively, further bolstering supply reliability across the wider region.

The existing infrastructure at Puncak Gloxinia proves inadequate despite current provision. Although 24 upper storage tanks are already operational throughout the condominium, their combined capacity falls short during disruption events. The problem intensifies because high-rise residential buildings fundamentally differ from single or double-storey housing in their hydraulic requirements and vulnerability windows. When supply lapses occur, residents in upper floors face immediate water scarcity, as gravity-fed systems cannot function without adequate pressure from supply mains. The shortage of buffer storage directly translates into genuine hardship for families dependent on municipal water systems.

The planned installation will add substantial resilience to the system. The 10 new suction tanks collectively provide 100,000 gallons of stored capacity, supported by 600 metres of connecting pipeline infrastructure. This expansion roughly quadruples the supplementary storage capacity currently available to residents, fundamentally shifting the duration and severity of service disruptions. During temporary supply interruptions, residents will enjoy extended access to water reserves that can be gravity-distributed or mechanically pumped throughout the building network, converting acute shortages into manageable inconveniences rather than crises.

For residents of Puncak Gloxinia, the initiative addresses grievances that have accumulated since occupancy began. Civil servant housing complexes carry particular political importance in Malaysia, as they serve federal and state government employees whose stability expectations include reliable municipal services. Chronic water disruptions undermine the residential appeal of such developments and reflect poorly on government service quality.
