Ho Chi Minh City police have arrested 65 individuals suspected of operating an expansive drug trafficking enterprise that doctored e-cigarettes with Etomidate, a potent anaesthetic, and peddled them across Vietnam and to customers throughout Southeast Asia. The operation, which came to light during a crackdown that began in early July, has alarmed regional authorities about the growing sophistication of synthetic drug networks adapting to modern consumption methods and enforcement techniques.

Among those detained are ten foreign nationals, with the majority drawn from neighbouring countries: four Malaysians, four Singaporeans, and two Taiwanese nationals. Malaysian national Hoo Jia How, aged 30, and his Singaporean counterpart Melvin Tan Junjie, also 30, have been identified by Ho Chi Minh City Police Department's Drug Crime Investigation Division as the alleged architects of the scheme. Their arrest alongside another Singaporean suspect, Oh Jang Fong, who is accused of sourcing the liquid Etomidate used to saturate the cartridges, reveals the transnational structure typical of contemporary narcotics operations in Southeast Asia.

The investigation unfolded methodically over several weeks, beginning when officers detected unusual activity patterns in early July. Following sustained surveillance operations, police executed a raid on a rented residence located on Cống Quỳnh Street in Cầu Ông Lãnh Ward, apprehending the two primary suspects and seizing 1,331 drug-laced e-cigarette cartridges alongside 140 millilitres of Etomidate-infused liquid. This single operation proved merely the entry point into a far more elaborate network. Subsequent investigative work and additional raids on distribution nodes ultimately uncovered two further trafficking operations, enabling authorities to dismantle what appears to be a vertically integrated supply chain spanning sourcing, production, and retail distribution.

The operational model centred on injecting Etomidate into commercially available e-cigarette pods before pushing them through a network of street-level dealers who served both Vietnamese users and international customers. Some purchasers allegedly engaged in secondary distribution or organised group consumption events, amplifying the drugs' reach. By operation's end, law enforcement had recovered nearly 2,000 contaminated cartridges and the same quantity of liquid anaesthetic initially seized, suggesting the network had achieved significant production and circulation volumes before interdiction.

Etomidate occupies a peculiar position in the regional drug landscape. Originally developed as a medical anaesthetic for clinical use, the compound has increasingly been diverted into illicit channels and repurposed as a recreational inhalant, particularly when combined with e-cigarette delivery systems that reduce detection and facilitate consumption in public spaces. Vietnam's classification of Etomidate as a controlled narcotic earlier this year reflects growing concern about this trend across Southeast Asia, where regulatory frameworks have struggled to keep pace with chemists' ability to reformulate known drugs into novel delivery mechanisms.

The traffickers employed deceptive marketing tactics that capitalised on consumers' limited awareness and regulatory gaps. Products were promoted with false assurances that they "won't show up on drug tests" and "aren't classified as narcotics," claims designed to exploit the gap between traditional drug testing methodologies and emerging synthetic substances. These misleading narratives created a false sense of safety, particularly among younger users unfamiliar with the pharmacology of Etomidate or its genuine dangers. Such marketing strategies represent a deliberate exploitation of information asymmetries within drug consumer populations.

The health risks associated with inhaled Etomidate are substantial and escalating. Initial exposure typically produces sensations of relaxation and euphoria that drive continued use, but these acute effects mask increasingly serious physiological impacts. Chronic or acute inhalation leads to drowsiness, impaired cognitive function, diminished reflexes, and compromised motor coordination—effects that translate to genuine public safety hazards when users operate vehicles or machinery.
